In 2004, more than three million Afghan women voted for the first time in their county's first democratic presidential elections. Every woman who registered to vote in the elections received a card with her name and photograph, yet given the on-going restrictions faced by many Afghan women, and to ensure that as many women as possible voted, women were not obliged to have their photograph taken.
